    Is the following alert going to bring down the network performance or network itself?

    No it will just bug you constantly but is not a threat to the performance or stability of the system. Back in the really really old days (think early releases of 4.1) there was actually a bug that would bring the firewall to a halt if you went far enough over the internal hosts limit by flooding the console port of the box with those license warnings. I remember this vividly since I am the one that discovered this issue and reported it to Check Point back in the day. Make sure your External interface is properly defined...
