Does your new management server have a network link? Upgrade_import will fail if there is no network connectivity. If it's a lab server, you can plug it into a hub/switch with no uplink so you don't run into an IP conflict

The management server is connected to a switch, even assigned the same IP address.

What version have you upgraded from and to? Please talk us through the process you used to perform the upgrade_export and import.

    Thanks
