Make sure it transfered correctly (e.g. you used "bin" if you FTP'ed it) and it is named correctly (cpexport.tgz).
If that's not it, I'm at a loss.

Just went through this with a customer, its a problem with not having guntar.
If you tar up "/opt/CPsuite-R62/fw1/tmp/upgrade_temp_dir" then gzip it you'll be fine.
