We have no official procedure for this as this is not used anymore.
It was designed for Pointsec PC 4.x\5.x 4 years ago and was replaced by the "Remove FDE by force" procedure from the recovery...

2) Go to Local > Edit Settings > Groups > System > User Accounts
3) Roght Click the relevant Admin account > Name and Authentication

The only official supported (QAed and documented) method of deploying Media Encryption is using GPO.
