Hardening WIndows 2003 server

I am trying to follow MS security guide and harden a Windows 2003 server with NG R55 on it. I am using the bastion security templates. Every time I follow the guide my firewall stops functioning. I have tried to research what services it requires and have not had much luck. Can anyone point me to some documentation?
