Default VPN community Redundancy

Hi,
How can we provide redundancy in Site to Site Star community based networks? or can we use MEP for Site to Site VPNs? I think MEP is only for Remote Access VPNs.
The actual issue is that we have more than 100 VPNs with our different partners and we have one central location. Now we are planning to create another location as redundant site so for any reason if whole first site go down, the VPN users can go to second VPN central site. I am also not not sure that can we add second VPN site in to same community or not?
