Default Monitoring a specific user or host.

Is there a way to track/monitor how much time a specific user spends browsing the web each day or how many WWW hits there are for a specific host?

This is a job for a Proxy Server, not a Firewall. BlueCoat is a good option here.

Yes a proxy server is a much better answer but...

If the user has a static IP then yes. Create a rule for him with tracking set to "Account"

If the user DHCP's, then you would need to set up authentication on the gateway, then you can track by user name.
