Different Figures in SmartView Status and the OS

dear guru,
Under the SmartViewStatus of CPNGR55 environment on Solaris 5.8, the CPU is always 100%, however, where vmstat only showed a few process is running and the utilization is not fully used.

Is it normal?
Please advice,
