Default Rule 99803 prevent download

Recently I have problems downloading files from Internet and also transfer of files through Windows Live Messenger. Downloading always stall after certain percentage. A check in the SmartView tracker saw a drop of http packet by rule 99803 on random source port (e.g. 51235, 51302). When I search through the SmartDefence http tree, I can't find any rule 99803. Is there a way I can do a global search? How else to best resolve this problem?
