Default Blocking Anonymous Web Surfing

Is there a way to block the various Anonymous Web Surfing sites such as "The Onion Router" http://proxy.org/tor.shtml. They create a list each day of servers that are available for anonymous web surfing. I would like to block access to these servers. I was thinking that something like dsheild's block list would work and it would be easy enough to create a text file of the servers, but I'm not sure how to implement. There may be an even easier way to do this.
