Default ssl ftp

I'm runnning into a problem on allowed ssl ftp to dmz. I'm can login but it hang when it's trying to pull ftp folder listing.

If i'm setting up ftp port 21 It'll work with "tcp' ftp pasv" rule.

I also try set the ssl ftp server to port 900 and added 'tcp secure ftp' rule but i'm also getting '[R] 425 Cannot open data connection.'

Has anyone run into this problem?
Do I need to create a custom rule for ssl ftp?

I"m working with install globalscape ftp server has ssh option. I think this is better route. Any help is appreciated guys. Thanks
