May be it's a problem with high load your Enforcement Module or its slow performance. Try to monitor free server's resources on your module during policy installation.
Check current policy on your module. Sometimes you get this error but policy is installed successful.

You can also try restarting the checkpoint services - I had the same issue a couple of days ago and that solved it.

You can do this either from the Web GUI, or the CLI. The CLI commands are:

cpstop
cpstart

Also check disk space. Out of disk space tends to get trapped by other error conditions so the error message is misleading.

I had a similar problem
I have NGX-r62

I checked disc space & performance during the installation & both look ok (see attached file)

I tried cpstop/cpstart & also reboot, but no change.
I tried to switch over berween the clusters servers but with no change

I found that there was a configuration problem on the switches to which the FW were connected to
