Default Problems Creating Virtual Link

Hello everyone. Hope maybe someone can help me out with this. I would like to setup virtual links from our corporate office to our satellite offices. When I attempt to create a new virtual link all that I see displayed for the endpoints are the satellite firewalls and the cluster (or its members) do not show as endpoints. All are Nokia devices and we are running R55...any ideas as to why the cluster would not show as an endpoint? SmartView Monitor is installed on all firewalls and we do have valid licenses. Thanks in advance for the help!!!

VPN ticked on the general tab of the cluster object properties?

Yes, VPN is selected.
