Creating new rulesbases.fws file (NG FP3)

I've tried following this thread to recreate the rulebases.fws, however they don't quite make sense to me. The original thread is located here:

It mentions the fix for FP1 & older and NG AI and newer, but no specific fix for FP2 or 3.

I've searched the web and here without finding any other references. Any help would be appreciated.
