Default failed to read database

I recently upgrade my SCS running win2003 R2 from NGX62 to NGX65. Althought the upgrade went without fault, when i try to push a policy to enforcement module, i get failed to read database error.

See output from fw debug fwm on TDERROR_ALL_ALL=5 contents from fwm.elg. I have noticed the following

Clealy i have noticed that its looking open the following file CBinaryFile::Open: failed to open f:\WINDOWS\FW1\R65\fw1\conf\fwm.adtlog which dosen't exist, also seems to have problems with the following file SwOpen: failed to open f:\WINDOWS\FW1\R65\fw1\conf\fwauthsav.NDB0: The system cannot find the file specified.

Has anyone experinced this problem before, and if so what did you do to resolve the problem. Any help would be much appreciated
