ERROR: cannot find <GTP_MSGTYPE> anywhere

Hi I have IPSO 4.1-BUILD022 releng 1515 and Check Point VPN-1(TM) & FireWall-1(R) NGX (R60) HFA_05, Hotfix 605 - Build 016 kernel: NGX (R60) HFA_05, Hotfix 605 - Build 016 on IP 380 1GB RAM. It is work as border gateway, when I try install policy I have errors:

Advanced Security NGX R60 "/opt/CPsuite-R60/fw1/conf/policy-BG.pf", line 25196: ERROR: cannot find <GTP_MSGTYPE> anywhere

I install policy on this border gateway used Mngt Station
