Default Rulebase files on NG / NGX

We use Provider 1 NGX R60 to manage our firewall estate. We are currently in the process of upgrading enforcement modules from NG FP3 to NGX R60. Currently we have:

1. Policies where all installation targets are NGX R60 enforcement modules.
2. Policies where installation targets are a mixture of NGX R60 and NG FP3 enforcement modules.
3. Policies where all installation targets are NG FP3 enforcement modules.

For options 1 and 2, the $FWDIR/conf directory contains the .W files for these policies as well as these being in the rulebases_5_0.fws file.

For option 3, the $FWDIR/conf directory contains no .W files for these policies. However the policies exist in the rulebases_5_0.fws file and are up to date. The .W files do not exist anywhere else on the manager either.

Has anyone else experienced this and can anyone explain why this is the case?
