Default VPN-1 SecuRemote/SecureClient downloads are now restricted

CP has made a change sometime this week to restrict downloads of SecuRemote to people with UserCenter accounts. Anyone know the details around this, considering it's been a freely downloadable product for as long as I can remember?

From what I was told it is due to export restrictions on the client.

I believe you can still download without a support contract but I'm not sure.
