Default Unable to telnet to AS/400 while using SecureClient

I am using SecureClient R56 on a Windows XP laptop using Office Mode, I can access the internal network, I can ping our data center's AS/400. However, I can not telnet to the AS/400, I connect, but never receive the signon screen. The data center says we should not have a problem, the IP address is valid and they are not restricting it. I have sniffer captures of the telnet attempt, everything looks normal.

Any suggestions would be greatly appreciated. Thanks!
