Enlightened me unable to create certificates for Secureclient

After installing secureclient on two win 2003 servers i am unable to create a certificate i get the following error.

"Failed to read CA certificate of internal_CA from database management console"

management console on both win 2003 servers.
NGX VPN1 Firewall 1 on win 2000 server.
