Default QoS, weights

good morning,

am i right that for instance a qos rule reserves 512 kbps via weights for ftp and i have 5 active ftp connections that they share this bandwidth among each other WITHOUT any other seperation? in other words, if one of those 5 active ftp connections uses for a download 400 kbps the others only have 112 kbps available?

thanks in advance for any input.
