How to configure Proxy arp - Windows 2003

Hi

Cp R55 is running on Windows 2003 server. I have configured manual NAT rules. But I have a problem to make a proxy arp entries. the local.arp file does not work with Windows 2003 server. Could anyone pls tell me any other working solution on creating Proxy arp in Windows 2003 Server?
