Default NAT not translating on cp4.1

We have cp4.1sp2 on a Nokia appliance. It has been a while since I have done a NAT on this. But I configured a static ARP entry and static route on the Nokia device via Voyager. The approriate NAT rules and rulebase rules are correctly created. However, I still see the internal IP going out the general Hide NAT IP of Firewall. I vaguely remember that you can see the static ARP table via the fw tab command on the Nokia but do not recall the exact command. Is an ARP table flush or reload necessary? Also, anti-spoofing is not enabled, only on the log option.
