Default When should I re-install my Security Policy?

When should I re-install my Security Policy?
Anytime you modify a network object, rulebase, objects.C, files in $FWDIR/lib or anything in the properties screen, do a policy install for it to take effect. If you only modify a user in a 4.1 environment, it is only necessary to install the User Database, which is separate from the policy, in NG there is no way to only install the User Database. If you modify a user and other things, do both a policy install and a user database install.
