That was ture up to 9-May-2006 when the new "Power" SKUs came out. They now include SecureXL

So if you want Performance Pack you will need to do a functionality upgrade to the new Power Gateway for your enforcement point or Smart Center Power if you want to upgrade your Enterprise license.
