ISP - failed

Hi there
We have set ISP Redundance in our CheckPoint NGX R65.
Exactly two Internet providers.
Each link is monitoring by two hosts. This morning one was broken and VPN connection switched from ISP_A to ISP_B next from B to A and more times yet.

Because our CheckPoint is monitoring two hosts, I am really disappointed that when one host is broken the connection is switched. Is it correct? Can I do something to switched the connection only when two hosts will be broken?
