Default SIC errors

I have a small issue, I upgraded one of our enforcement gateway and I rebuild it with a fresh install of R62. I can pushed the policy to the enforcement gateway but I cannot fetch the QOS from the management servver. Below is the error after running etmstart.

etmstart
FloodGate-1 disabling SecureXL
SecureXL device is not active.
FloodGate-1: Loading kernel module...
FloodGate-1: Starting fgd50

FloodGate-1: Fetching QoS Policy from masters
Fetching FloodGate-1 QoS Policy:
Reason: TCP connectivity failure ( port = 18191 )( IP = x.x.x.x )[ error no. 10 ].
Failed to Fetch QoS Policy.

Management rejected fetch for this module - sic name does not match.
Failed to Fetch QoS Policy.

Failed to fetch QoS Policy.

I have resetted the SIC name.

I didn't think QoS would have a separate SIC than the fw module. If you do a "fw fetch <IP of smartcenter>" does that work?
