Answer The _props.db file occasionally gets corrupted. Since this file is recreated if it doesn't exist, deleting it solves the problem.
Just perfom the following steps on your management station:
cpstop rm $FWDIR/conf/_props.db cpstart
Comments If you have upgraded to FP3 from a previous version of NG, it is possible that you did not copy the NG registry. Check $FWDIR/log/fwm.elg to see if you are facing trust problems. Copy the certificates and the registry from the previous installation under $CPDIR to current FP3 installation. Restart the fw.
