Policy fails to install on new enforcement point. Error log attached.

Scenario:

1. R61 managemetn console (W2K3)
2. 2 R55 SPLAT Enforment points
All's well. Recently upgraded the Management Console and no problems.

3. Have now added another enforcement point this one is R61. Also SPLAT.

The Policy will not install with multiple errors in the log.
I created a dummy policy (any-any-any) for that module, but install errors are the same. Shown below is the gist of them. The management server versions, OS versions all look good.
There were about 100 lines of the <RECORD_CONN> error. This is seriously cut down. Have attaced the log.

Hi,

We have faced with same problems and solved with copying lib and libsw directories from newly installed firewall system which firewall version and hfa level is same as old one.

Wow this really looks like your SmartCenter is truly messed up. If _d3nx's suggestion doesn't work I'd say try rebuilding your SmartCenter with the advanced upgrade option.

Did you run the pre-upgrade-verifier on your smartcenter?
