Default R70 Installation on Windows Help

I am new to R70 but I have worked on R65. I got a new installation CD of R70 for Windows and there are 5 folders as shown below.
Actions
IPS_Event_Analisys_Blade
R70
R70.20
SU

So just thought of doing a test installation on a Windows Server. As far as I know I need to install R70 before upgrading to R70.20.

When I run the batch file setup.bat from the R70 directory, immediately the following message is displayed "Welcome ro Check Point Suite R70, Installation program completed successfully. Do you wish to reboot your machine(y/n)?"

What is wrong with my installation steps?

We have failed to install an R70 R70.1 R70.2 on any of our FSS single Checkpoint firewall (no problem with R65). we have also no time to provide cp with all sort of debugs..., we have to move our servers to internal DMZ.
