Workflow or something for policy installation

here's a request from our customer,
she wants to apply some kind of workflow on the policy installation, actually, when there an admin has modified the policy and this has to be approved by the superior admin in order to apply that policy to the gateway. Possible to do so? Perhaps it could be a plus for Prov-1.
