Policy issues

We have greated policy with "Default policy" name.
When we apply new version of policy, then for some reason
IG client shows 2 times Enterprise Default policys ???

Other it upgrades and ohter it seems to get only in Boot.
Occasionally they both get active and it seems to be so, that they are same policys, but different version of it.

Any ideas how get it work so, that there is no 2 active enterprise policys at same time?
