Default failed to create a version

All,
When I install new policy, with SmartDashboard get the error message "failed to create a version" .
I removed some backup files because the directory / var on management was full.
After that I did cpstop and cpstart on management but also to have the error.
What else can I do?
What can I do to resolve this problem?

Any help greatly appreciated

There are "known" problems with version control (since R60). One of the fixes I know of is to upgrade your gtar version, but keep the old gtar version as you will need it if you ever want to apply an HFA. See this thread.
