URI resource Issue

I have created a URI resouce to enforce separte smart defense rules on different networks.

The resource is set to Enforce URI capabilities:connection transparent:exception Track =Log: URI Match Specification Types=Wildcards.


It works fine w/ a few exceptions. The first being when a user goes to a particular site the fw trys to proxy the connection instead of passing it through. The user get the "FW1 at XXXFW: Failed to connect to the WWW server." proxy non-responce page from the firewall. This only is happening for that specific site. Any ideas why the proxy is trying to answer for the user?
