Flash blocked in NGX (HELP)

I have a network behind CP NGX running on W2K3 (standalone), the problem is when users go to a certain website the flash portions of the site aren't displayed. I have ruled out any browser issues, and I have also created a specific rule to allow any service to a particular workstation - and placed that rule at the top of the security and NAT rules. Also, there aren't any URIs setup on this machine.

Strange thing is, flash is displayed fine on some websites and not others!!

Any ideas what it could be? , I believe it's R60 although I will check this
