bind failed: Cannot assign requested address

Hi Guys
Can anyone help recently upgraded from r60hfa04 to r65 two nodes in a cluster enviroment,I had to change the topology and ip addresses on two interfaces,all the interfaces but the management was put into discnt.if file after removing the file and doing a cphastop and cphastart I get the following

bind failed: Cannot assign requested address
Has anyone seen this?The quad cards on both nodes dont even flash any lights any more.Any ideas?
