Default possible reason for message alert in smart tracker

Hello

I had this issue with cluster of nokia 3.8.1 running NGX R62.
once in several days I see this error log on the smart tracker:
"cluster_info: (3rd Party Cluster) State changed of member 1 from active to down was cancelled, since all other members are down. Member remains active."

I am not facing any problem with the system and from my side it
seem like false alarm.
there is need to understand what cause this message because
I do want to avoid my admin users will have to work on none real issues.
(this error is producing snmp trap from smart center to alert system.
I would like to get this lert in real issues)

What things needed to be verified in the cpinfo of this specific module?
what is the suggested debug to get to the cause of this message?
last time I view the cpinfo content from this module I could not
see any thing suspicous there and again the system work fine, I am just getting this error once in a while.
