TCP Connection locked

When I connect to switch using telnet application, I saw at the tcpdump's output, that destination host send a packet with a "FIN PUSH" to soruce host flag and my connection after 60 seconds is locked, not reset until the timeout session is reached. I test all the configuration in the Firewall...it is just occurs with VRRP protocol. Anyone have some idea to resolve this problem.
