Default Cluster FW rebooted unintentionally?

I have duo Nokia IP Cluster firewalls with load sharing. They are Nokia IPSO 350 with OS 3.9. They work fine usually, but the firewall will be rebooted unintentionally after running for some time typically for about one month. Once the rebooting occurs both fire wall will be kept rebooted again and again unless Admin to interfere in to stop one and to wait for one firewall be able rebooted completely in stable status and then to reboot the second one.

If you can know what the problem is and give me some advice you will greatly appreciated.

Unfortunately, only message that I could see was about rebooting messages. No any message left before the booting message.

I found this on the Nokia site ....
Solution 1130858

December 23, 2005
Description:

A customer reports that the cluster is cycling through reboots during a failure situation. Referees are not defined. Other symptoms can be: node will not join the cluster, 1 node continually reboots, 1 node will not download policy."
Resolution:

In order for a cluster to be configured properly, referees MUST be defined. If they are not, then the cluster will not failover properly during a failure situation.
