If Radius auth fails, will it use local password?

Hi,
I'm currently setting up RADIUS authentication on most of our firewalls and I'm at the Edge devices.

Question is, if I enable RADIUS authentication to the Edge device,

what happens if it is UNABLE to authenticate with RADIUS? Will it go to the local password? This is how I configured it on the other NOKIA ipso boxes but I couldn't see this level of granularity with EDGE appliances...
