Default Smartcenter not seeing VPN-1 Edge X as VPN Enabled

Hardware:
Management Firewall Version - NGX R60 - Updated libsw files
VPN-1 Edge X version 7.0.27

Problem:
VPN-1 Edge will connect to the management server and stay connected fine. When I try to push the policy from he management server to the edge the mgmt server errors out stating the VPN-1 edge is not VPN enabled. I've gone through the documentation at least 10 times making sure everything is configured correctly.

Has anyone else seen this type error? Its like the mgmt server doesn't even see the vpn enabled checkbox in the network object I created. Even if I just install the policy on the gateway and don't include the edge device I get this same error

I fixed the Problem with HELP from Incat.

Backed up my ploicy
Loaded the latest HFA
converted from traditional to simplified mode
modified the policy and vpn communities

Can now push policy to the vpn1 edge and establish a tunnel.
