Default Issue with Route based S2S VPN and HA

I am using NGX R61 and VPN-1 X series, I am trying get gateway HA working for S2S vpn. I am using route based vpn for the S2S ( OSPF ) The issue I am having is failing over from the primary to the secondary and back again.
The primary to seconday fails over fine, I learn my routes again and everything is working correctly, however when bringing the primary circuit back online the OSPF state hangs in Exchange. Has anyone seen this?
