Default cphaprob state

1 (local) none 30% Active (pivot)
2 192.0.2.2 70% Active

Has anyone seen this before? I always see this after rebooting the
firewall. The "none" goes away if I perform "cpstop;cpstart".

both lab1 and lab2 gateway sync interface is connected by a crossover cable.

Anyone know why? Software is Secureplatform NGx R65 with HFA_02 and
HF_249 running on IBM x3650.
