Granting read only access to SPlat Web Manager

Is there a way to grant Read Only access to the Web Manager? When creating new users, I do not see that option. Im sure this could possibly be accomplished in the web server config but it's been my experience that this can cause access issues if another interface is used for this access. Any assistance would be greatly appreciated.
