All of your users can be created through Smart Center, there you can grant them read-only rights if you want to. There is no read-only user for the CLI.

I am also looking for a way to create a read only user on the Webmanager. Any information would be greatly appreciated.

Apparently Check Point has a hotfix to allow this, and it will be available in a future version. This was mentioned at CPX Phuket. Contact Support and see what you can get.
