Default enforce https with 3DES 168 bits encryption on SPLAT

Any ideas on how I can only allow 3DES 168 bits encryption when
someone https into the Secureplatform Enforcement Module? Currently,
anyone who use Internet Explorer to https to the Splat box I see
RC4 with 128 bits encryption. I want to DISABLE it and enable ONLY
3DES 168 bits encryption.

This can done easily on Nokia IPSO via voyager. How does one go
about enabling it on SPLAT?
