fallback radius authentication

I setup the radius configuration on a smartcenter...
The problem is that all the users (radius and local users) have access to the system.
I would like to setup the radius authentication to use only the radius users and only if RADIUS server could not been available or unreachable, allow access to the local users.
Someone have any suggestion for me?
