I've had also problems to install HFA4 on IP560 (diskless) with NGX R60.

After more than four tries and a lot of debugging I got the solution.

- When installation of HFA4 failed (Error message: The HFA was NOT installed!) make a reboot

- Link to CPsuite.tgz should still exist
- Don't clean your /var/tmp directory as it is described in release note
- Do the next steps until UnixInstallScript should be executed, but don't do this.
- Go to /var/hfa/CPvpn and extract fw1_R60_HFA.tgz
- Execute binary manually
- All works fine
