To unload the firewall policy, type:

fw unloadlocal

... from the command prompt of the enforcement module. Then try to connect.

If you do a cpstop, that will also stop the Management Server, which will cause you to not be able to connect...

I would try to unload the policy first, before you run a restore. Seems like to simple of a problem to just do a restore... (Not trying to undermind your problem, but it should be something easy to fix) =)

Did you by chance make any changes to the Implied Rules of the Global Policy right before this stopped working?
