There are some ISP's who intentionally block IKE/IPsec traffic on "home" accounts to force an upgrade to a more expensive "business" level of service. You could call and ask them if they're blocking this.

I believe "Visitor Mode" tunnels through HTTPS and may be a viable workaround.
